Cannabis guidelines
Set by state & local authorities
Cannabis guidelines are dictated and enforced by New York State and local authorities. They are not established by Hall of Flowers. The summary below is provided for your convenience.
No on-site sales
The venue isn't licensed for retail, so no cannabis sales at the show.
Consumption
Designated exterior zones only. No smoking or vaping indoors.
Display = Education
Kept in original packaging and secured, with possession limits. Not for sample or sale.
Sampling
Who can sample
Only NY-licensed cultivators, processors, microbusinesses, cooperatives, distributors, and ROD / ROND, and only to licensed Retail Buyers (identified by the "Retail" wristband). Microbusinesses may not receive samples.
How samples are handled
The sample shall be clearly labeled as a "retailer sample" and recorded and tracked on a transport manifest. The receiving licensee shall receive the "retailer sample" in the inventory tracking system prior to sampling the cannabis product.
Possession & transport limits per employee
Brought in unopened and in original packaging.
Secure your product
Never leave product unattended. Use locked storage or take it with you. No access after show hours; Hall of Flowers isn't liable for loss or theft.
These guidelines are not legal advice. Exhibitors are responsible for compliance with all applicable federal, state, and local laws and regulations; where they conflict, those regulations prevail.

Show rules & conduct
Prohibited on the show floor
House rules
Admission policy
Admission is 21 and older. Hall of Flowers holds sole control over admission policies at all times.
General safety
Comply with local ordinances and Show Management rules on health, fire prevention, and public safety. Non-compliant exhibits or fire hazards may be removed at your expense, and you accept full responsibility for any injury or property damage, including keeping your exhibit within floor-load limits.
Security
HOF provides perimeter guard service during the show and while the hall is closed, but is not liable for theft, loss, or damage. No re-entry after show hours. No exceptions. Arrange your own booth security if needed.
Alcoholic beverages
No alcohol may be consumed anywhere on show premises by exhibitors, staff, or guests. Violation is grounds for removal from the show without refund.
Load-out & merchandise removal
Nothing may be removed from the venue until 5:00 PM on the final show day. Once the show closes, remove all valuables from your display.
Space
Your contracted space is for your use only. No subletting or reassigning without written HOF permission. HOF may relocate exhibitors, and failure to occupy or complete your space may forfeit prepaid rentals.
Booth fixtures
Allowed: floral, small props, and framed photos that sit on shelves or tabletops. Nothing may be attached or adhered to shelving units, writing tables, or stools.
Booth tidiness
Keep your booth neat. HOF may require design changes. Exhibits that disrupt through appearance, smell, noise, or vibration, or that pose a hazard, may be removed at your expense or shut down.
Sound
No music or amplified audio of any kind. Mute video sound; use headphones if you want attendees to hear promo audio.
LED screens & video walls
Not permitted. Submit any request to ops@hallofflowers.com for approval.
Storage
Fire Marshal regulations prohibit storing boxes, crates, or packing material at your booth (no more than a one-day supply of literature). Label empties for pickup after Set-Up Day; they're stored and returned at Breakdown, with no access until end of Day 2.
Aisles
Aisles, passageways, and overhead spaces stay under HOF control. No signs, banners, decorations, or exhibits there without written permission. Stay within your own space.
Restrictions
HOF may restrict or remove, without refund, any exhibit deemed unsuitable or objectionable. This includes noise, P.A. systems, persons, animals, printed matter, or conduct.
Safety & compliance
FDNY fire regulations: what applies at booth install
Flame resistance required
All decorations, drapes, signs, banners, plastic displays, and fabric must be flame-resistant to NFPA 701 under NYC Fire Code Chapter 8.
Keep your certificate on-site
A Certificate of Flame Resistance, certified by a valid FDNY C-15 holder, must be available on-site for the fire marshal. This is the exhibitor's responsibility.
Prohibited materials
Oilcloth, tar paper, sisal paper, nylon, and orlon cannot be made flame retardant and are not permitted.
Upholstered furniture
Must conform to California TB 116, with a permanent label (min. 2"×3", 1/8" all-caps) attached in plain view.
