Selling From Your Booth
Experience the advantages of direct customer engagement by selling cannabis products from your booth at Hall of Flowers. This option, available exclusively to Mini Arena, Arena, Outdoor 10×20, and Outdoor 20×20 booth exhibitors with a valid retail license, allows you to build meaningful connections with buyers, showcase your products hands-on, and maintain complete control over your sales experience.
To have your Cannabis Goods for Sale (CGFS) in your booth, carefully review the In-Booth Sales Standard Operating Procedures and the guidelines below to ensure you are fully equipped to meet all DCC requirements while focusing on what matters most: growing your business.
What's New This Year
In response to updated guidance from the California Department of Cannabis Control, Hall of Flowers has implemented additional compliance requirements for in-booth sales.

Contractual agreement between event organizer and retailer
Event organizers must maintain a direct contractual agreement with retail licensees conducting cannabis sales at the event. To meet this requirement, Hall of Flowers will issue a separate retail partnership agreement to all retailers.

Updated license requirements
For prior events, Hall of Flowers has only collected retail license information for booths selling cannabis. In the event that a booth is shared by a retail licensee and a non-retail licensee, Hall of Flowers must collect both the retail license information and the non-retail license information.

Booth layout diagrams
Since two licensees (retail and non-retail) may be sharing a booth, DCC inspectors now require a clear visual distinction between the retail portion of your booth, where sales occur, and the exhibition portion, where non-retail staff can operate. Exhibitors must submit a booth layout diagram reflecting where retail and exhibition activities will occur.

Employee identification badges
All individuals working in a cannabis booth must wear a laminated or plastic-coated identification badge at all times.
- Staff working in retail areas or conducting cannabis sales must be employees of the licensed retailer and wear badges issued by the retail licensee.
- Staff working in exhibition areas must wear badges issued under the non-retail license.
- Badges must display the issuing licensee's DBA name, license number, employee first name, unique employee ID, and a 1″ × 1.5″ headshot.

Local business tax and sales permits
Two permits are now required, and both must be displayed in your booth.

License Requirements & Submissions
Conducting cannabis sales within your booth is equivalent to operating a small dispensary. Accordingly, all cannabis sales must be conducted by a licensed California retailer in compliance with Department of Cannabis Control regulations.
Exhibitors may either conduct sales under their own active retail license, or share a booth with a licensed retailer, licensed non-storefront retailer, or licensed microbusiness authorized to engage in retail sales.
Required submission
All exhibitors conducting in-booth cannabis sales must complete the Cannabis License Form by October 8. Exhibitors who fail to submit complete and accurate information by the deadline may be deemed ineligible to conduct in-booth cannabis sales at the event.
This form will be emailed to your designated point of contact and will collect the following information:
Retail license
Retail license information.
Contacts
Retail point of contact information and authorized signer details.
Exhibition license
Exhibition (non-retail) license information, where applicable.
Booth layout diagram
Designating the specific retail and exhibition areas of your booth.
Retail partner agreement
Hall of Flowers will review all submissions and issue a retail partner agreement to the authorized retail signer for execution.

Plan Your Cannabis Inventory
When planning your inventory, focus on your strongest products and bring quantities you realistically expect to sell through during the show. The goal is to arrive with a focused assortment and sell through your inventory by the end of Day 2.
SKU & unit limits
All exhibitors conducting in-booth sales must remain within the following standard inventory limits based on your booth type:

Distributing Cannabis Goods for Sale to the Show
All cannabis goods sold at the event must be transported by a licensed distributor and comply with regulatory requirements. We have made this process as smooth as possible. All exhibitors shall have their cannabis goods delivered to one of Nabis's distribution warehouses one to three weeks prior to the show.
NorCal Distribution Facility
Deliveries accepted October 12 to 30. 9:00am to 4:00pm. By appointment only.
SoCal Distribution Facility
Deliveries accepted October 12 to 27. 9:00am to 4:00pm. By appointment only.
Nabis will transport your products to the showsite and manifest them directly to your retail license. Nabis will be the only distributor delivering product directly to the showsite.

Arrange delivery within the intake window
Have your cannabis goods delivered to the NorCal facility (October 12 to 30) or the SoCal facility (October 12 to 27) by a licensed distributor within the product intake window prior to the show.

Essential Booth Items
Critical compliance requirements
To ensure compliance with Department of Cannabis Control regulations, avoid penalties, and ensure a smooth experience for both staff and attendees, exhibitors must have the following items in their booths.
Secure, locked containers
All cannabis goods for sale must be stored in secure, locked containers. These containers should not be accessible to the public, ensuring the safety and security of the products.
A simple example of secure locked containers would be a combination of 27-gallon storage totes and 8-foot secure cable locks, allowing you to close and lock your cannabis and secure it to the upright walls of your booth.
Display licenses and permits in booth
- State-issued retail license must be prominently displayed within plain sight of the public.
- Form SB 540 must be displayed, including printed copies, at the point of sale. The brochure is available to print in full color or black-and-white.
- Sacramento Business Operating Tax Certificate shall be prominently displayed within plain sight of the public.
- CDTFA Seller's Permit shall be prominently displayed within plain sight of the public.
Employee ID badges
All individuals working in a cannabis booth are required to wear a laminated or plastic-coated identification badge issued by the licensee at all times. Employees actually conducting cannabis sales must be employees of the retailer and must wear compliant ID badges issued by the retail licensee. Opaque exit packaging
All cannabis goods purchased by customers must be placed in opaque exit packaging before leaving the booth.
Pick Up Your Cannabis Goods at Show Site
Nabis will deliver all Cannabis Goods for Sale to the Hall of Flowers show site. Each exhibitor will be assigned a product pickup window between 12:00pm and 4:00pm. Your designated pickup window and location will be emailed to your Onsite Brand Representative from your Distribution Form.
Only badged retail employees can collect product
Product must be picked up by a badged employee of the retail licensee. Product cannot be released to non-retail employees. If you need to change your Exhibitor Onsite Brand Rep, email help@nabis.com.
How In-Booth Sales Work
Exhibitors approved to conduct in-booth cannabis sales must carefully review and follow the In-Booth Sales Standard Operating Procedures and all applicable DCC, state, and local requirements.
All cannabis goods offered for sale must be properly received into the inventory of the licensed retailer conducting the sale before sales begin. All retail transactions must be completed by authorized retail personnel and properly recorded and reported by the licensed retailer.
For consistency across the event, Hall of Flowers recommends a $3.00 tax-inclusive retail price per unit, though exhibitors conducting in-booth sales may choose their own retail pricing. Cannabis goods may not be given away or distributed as free or trade samples.
The licensed retailer conducting the sale is responsible for the retail transaction, applicable taxes, required records, inventory tracking, and METRC reporting.

Cannabis Business Tax
The City of Sacramento requires retailers to remit a Cannabis Business Tax return and payment on all sales conducted at the show no later than November 30, 2026.
Display Product
Display cannabis is intended solely for display, attendee inspection, and educational purposes and may not be sold, sampled, gifted, consumed, or otherwise transferred to attendees.
Staff maintains custody
Display cannabis may be removed from its packaging and placed in containers for attendee inspection. Display containers must not be readily accessible to attendees without assistance from the licensee's employees. An employee must provide the container to the attendee and remain with the attendee at all times while the cannabis is being inspected.
Transporting display product
Nabis does not handle display cannabis. Display cannabis may be transported to the event by the participating licensee or its employees. Each individual may transport no more than 28.5 grams of non-concentrated cannabis and 8 grams of cannabis concentrate, consistent with the adult-use possession limits referenced by DCC.
Secure Product
Exhibitors are responsible for securing their cannabis goods and preventing unauthorized access, loss, or theft. Cannabis goods must be stored in locked storage when not under the exhibitor's direct supervision.
Exhibitor access to the event premises is restricted outside authorized event hours.
Hall of Flowers is not responsible for loss or theft. Secure storage is not provided by Hall of Flowers. Exhibitors are responsible for providing their own locked storage.
Unsold Cannabis Goods
Any cannabis goods that have been removed from their packaging, have not been sold, and cannabis waste must be destroyed in accordance with DCC regulations. Hall of Flowers will be providing onsite cannabis disposal services at the centralized dispensary.
