Sell Through Dispensary

The centralized dispensary is a turnkey way to sell without holding a retail license. Our licensed retail partner, SPARC, handles product storage, order fulfillment, and regulatory compliance, so your sales team can focus entirely on building relationships and closing deals. Open to every booth type.

Cannabis may not be given away for free at the event

This includes samples, tastes, promotional giveaways or complimentary cannabis products.

Exhibitors found in violation of any Department of Cannabis Control regulations will be subject to citations, fines, license revocation, and immediate removal from participation in the event.

Follow every step and meet every deadline

To have your Cannabis Goods for Sale (CGFS) at the centralized dispensary, follow the guidelines and meet the deadlines below. Exhibitors who do not follow these steps risk having their CGFS rejected by the HOF Distribution Partner or the HOF Retail Partner.

You decide who gets one

Vouchers are yours to distribute however you like: rewarding key accounts, capturing leads, or building awareness. Buyers cannot purchase your product without one, which lets you maintain direct customer relationships while leveraging our compliant retail infrastructure.

Vouchers and attrition

The dispensary stocks only the units you submitted, 150 per SKU. You receive 170 vouchers per SKU, 20 more than the unit limit, to account for attrition, since not every attendee who receives a voucher will redeem it. Once your inventory sells through, no additional product is available.

$0.01 per unit in, $3 per item out

You provide your products to the dispensary at $0.01 per unit. Buyers then redeem vouchers at $3 per item, a flat price that covers all operational costs, regulatory compliance, and every required tax: local cannabis tax, sales tax, and excise tax.

Steps to Using the Centralized Dispensary

Submit your DCC or CDPH issued license information
All exhibitors handling cannabis goods at the show, whether displaying cannabis goods in your booth or selling at the onsite dispensary, must submit a state-issued cannabis license to Hall of Flowers by October 8.
The Cannabis License Form will be emailed to your designated point of contact. If you have not received the Cannabis License Form, reach out to dispensary@hallofflowers.com.

Employee badge requirement · DCC § 15043

Every staff member working in a cannabis booth is required to wear a laminated or plastic-coated identification badge issued by the same licensee whose license was submitted. Your employee badge must include:

  • Your company's DBA name and license number
  • The employee's first name and a unique employee ID number
  • A color headshot, full face, at least 1″ × 1.5″ in size

Important: All cannabis booth staff should bring and wear the same badges they already use at your licensed premises. Badges must be visible at all times while handling cannabis.

Determine your product sample allotment
You may bring up to your maximum allotment limits as determined by your booth type. However, we strongly recommend bringing only the quantity of product you realistically expect to sell during the two-day event.

Submit product information to the centralized dispensary
To have your Cannabis Goods for Sale at the onsite dispensary, exhibitors shall complete the Product Upload Form no later than October 8. This form will be emailed to the point of contact indicated on your contract with Hall of Flowers. To complete the Product Upload Form you will need:
  • Brand name, product name, product weight, and mg of THC for each SKU
  • Number of units per SKU
  • Your distributor's name, phone number, and email address
Upon receipt of your Product Upload Form, HOF's Distribution Partner will reach out to schedule your product intake appointment at one of their distribution facilities. If you have not received an email with the Product Upload Form, reach out to dispensary@hallofflowers.com.

Distribution of cannabis goods for the centralized dispensary
All CGFS must be distributed to the Event through the HOF Distribution Partner. Once you submit your Product Upload Form (step 3), HOF's Distribution Partner will reach out to schedule your product intake appointment at one of their distribution warehouses, one to three weeks before the show. Haven't heard from them by October 9? Email help@nabis.com.
Coordinate with your own distributor to deliver product to Nabis during your scheduled intake window. Delivery vehicles must match the METRC transfer manifest. Personal vehicles will not be accepted. Nabis will then handle all logistics and compliance to deliver your product to the show site, so there is no exhibitor delivery to the venue itself.
Carefully review the Nabis Distribution Standard Operating Procedures (SOP) for instructions and requirements on distributing, manifesting, packaging, and labeling cannabis goods for sale at the event.

Invoicing
Invoices shall be made in the name of the HOF Retail Partner: MADRM LLC, C10-0000934-LIC.
All CGFS shall be invoiced at a final wholesale price of $0.01 per unit and shall not be labeled as Trade Samples. The HOF Retail Partner will pay the brand directly $0.01 for every unit of inventory.

Collect your product vouchers
All exhibitors with cannabis products at the centralized dispensary must collect their Product Vouchers on Tuesday, November 3 between 12:00pm and 4:00pm. Visit the centralized dispensary location to retrieve your unique vouchers or QR codes for each product SKU you submitted.
Vouchers not collected during this window may result in delays or complications for your product sales during the show. Plan accordingly and ensure a team member is available during the pickup timeframe to avoid any issues.

Display Product

Cannabis goods may be displayed in your booth only if Hall of Flowers has received and approved your current DCC-issued cannabis license by the applicable exhibitor deadline.

Display cannabis is intended solely for display, attendee inspection, and educational purposes and may not be sold, sampled, gifted, consumed, or otherwise transferred to attendees.

Staff maintains custody

Display cannabis may be removed from its packaging and placed in containers for attendee inspection. Display containers must not be readily accessible to attendees without assistance from the licensee's employees. An employee must provide the container to the attendee and remain with the attendee at all times while the cannabis is being inspected.

Transporting display cannabis

Nabis does not handle display cannabis. Display cannabis may be transported to the event by the participating licensee or its employees. Each individual may transport no more than 28.5 grams of non-concentrated cannabis and 8 grams of cannabis concentrate, consistent with the adult-use possession limits referenced by DCC.

Secure Product

Exhibitors are responsible for securing their cannabis goods and preventing unauthorized access, loss, or theft. Cannabis goods must be stored in locked storage when not under the exhibitor's direct supervision.

Exhibitor access to the event premises is restricted outside authorized event hours.

Hall of Flowers is not responsible for loss or theft. Secure storage is not provided by Hall of Flowers. Exhibitors are responsible for providing their own locked storage.

Unsold Cannabis Goods

Buyback opportunity

Any unsold cannabis products will not be returned to their original location. However, you have the option to repurchase your remaining inventory at the standard retail price of $3 per unit. This buyback window is available immediately after show close on Day 2, between 5:00 PM and 6:00 PM only. Any inventory not repurchased during this window remains under the centralized dispensary's license. We strongly encourage planning your inventory to maximize sales during the event to avoid repurchase costs.

Purchase limits apply

All standard daily purchase limits remain in effect during the buyback period, so you may need to coordinate with multiple team members if you have significant remaining inventory.

Product disposal

Any cannabis products that have been removed from their original packaging or sustained damage during the event must be destroyed in full compliance with Department of Cannabis Control regulations. Hall of Flowers provides compliant onsite disposal services at the centralized dispensary to handle these situations professionally and in accordance with all state requirements.
